Due Diligence Assessments

When real properties are purchased, sold or refinanced, a study of the property's condition should be completed to evaluate physical condition as well as potential environmental risks. When building problems or areas of environmental concern are identified at an early stage in the process, they can be addressed by corrective work or as conditions of sale. TRCCG provides clients with a one-source project execution and management team for due diligence assessments. The types of studies performed usually fall into these categories:

 

  • Building Condition Assessments (Property Condition Assessments)
  • Phase I Environmental Site Assessments
  • Phase II Assessments
  • Asbestos Inspections
  • Americans with Disabilities Act (ADA) Surveys

 

TRCCG's staff is skilled in a variety of engineering and environmental disciplines and can thoroughly evaluate a property's condition from both a physical and environmental perspective.

 

Building Condition Assessments

The physical condition of the roof, pavement, HVAC equipment, plumbing and electrical systems typically represents the most critical issue at a facility and can represent millions of dollars in replacement costs. These components must be managed and maintained for maximum return on investment. The purpose of a Building Condition Assessment (also known as a Property Condition Assessment) is to document material and building system condition and identify defects which might significantly affect the value of the property.

 

Major categories of investigation during a Building Condition Assessment typically include:

Environmental Site Assessments

The scope of work for Environmental Site Assessments can vary by client need. However, the ASTM “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process E1527” is the almost universally accepted scope within the United States' financial community for pre-acquisition assessments.

 

Major categories of investigation include:

 

  • Physical Setting
  • Historical Uses (on-site and nearby)
  • Current Operations (on-site and nearby)
  • Review of Governmental Regulatory Agency Records
  • Review of Environmental Liens and Activity and Use Limitations

 

Phase II (invasive) assessments are generally triggered by findings of a Phase I ESA that a release or potential release of a hazardous substance has occurred at a site. The scope of work for Phase II (invasive) environmental site assessment varies by the nature of the suspected release, site conditions and client need. However, Phase II ESAs generally involve sampling and laboratory chemical analysis of environmental media (soil, water, air, etc.) to determine if said media has been adversely impacted by contaminants.

 

Tasks performed generally include:

 

  • Development of a Sampling Plan
  • Sampling of Environmental Media
  • Laboratory Analysis
  • Data Interpretation
  • Comparison with Regulatory Threshold Concentrations

 

Development Feasibility Studies

TRCCG's staff of experienced construction professionals can perform a Development Feasibility Study on a given property. These studies are designed to outline the various development issues associated with the site to assist the developer with analysis of project viability and eventual successful project completion.

 

This scope of service is designed to assemble information on the following general topics:

 

  • Existing site conditions (topography, landscaping, structures, access, utilities);
  • Planning and zoning requirements of the governing jurisdiction; and
  • Anticipated engineering requirements for the project.

 

Pre-Construction Document and Cost Review

Owners and lenders will often require the services of architects, engineers, and construction experts to provide a third party review of construction documents and costs of a new development. TRCCG provides these services, which typically consist of a review of the site survey and soils report, construction plans, specifications, and contract documents.

 

The review will cover the following issues:

 

  • Conformance to industry standard criteria and general adequacy of the documents for construction of the project.
  • Verification of governing construction codes and regulations including flood plain statement and zoning ordinances and approval from local authorities regarding the proposed land use. Life safety concerns are addressed, as well as general compliance with disabilities standards.
  • Verification that permits, related governmental approvals and utility service statements are in place or are being pursued.
  • Verification that the contractor's schedule is reasonable and the work can be completed within the time frame specified by the contract documents.
  • Verification that the scope of work appears to support the indicated contract dollar amounts.

 

Peer Review

TRCCG's peer review services can help owners ensure successful project completion and reduce the potential for construction defect litigation. Peer review provides an independent third-party review of construction documents prior to construction, as well as field reviews during construction, to assist designers and contractors to communicate and work to meet the desired quality standards.

 

TRCCG provides experienced professionals to review plans, specifications, and work product by a third party. The purpose of the plan and specification review is to identify whether proper details are present to allow workers in the field to build the structure correctly and to have the designer revise and clarify as needed before problems arise. The review of work product consists of periodic site visits to review construction in progress to look for potential problems and common defects that can be remedied before, not after, construction is complete.

Forensic Investigations

TRCCG's experienced facilities and construction professionals can carry out forensic investigations to identify the case of distress and/or failure of building systems.

 

The information gathered by a forensic investigation can then be utilized to develop remedial construction strategies to repair the observed deficiencies and restore building systems to proper operation condition.

LEED Services Investigations

TRCCG's experienced facilities professionals and LEED Accredited Professionals can assist owners and developers in identifying green building strategies and products to promote sustainability and pursue LEED certification from the USGBC for both new construction and existing buildings.

 

We can also provide peer-review of LEED certification submittals by others to review  current strategies and identify additional opportunities for sustainable design and LEED credits.

Litigation Support

TRCCG's experienced facilities, environmental, and construction professionals can provide litigation support services including peer review, forensic analysis, standard of care evaluations, quantification of damages, and expert witness testimony.

 

Facility Decommissioning

TRCCG's facility decommissioning services can help owners and/or tenants of industrial facilities ensure plant closure, site restoration, and return of buildings to rentable condition.  Proper decommissioning limits both owner’s and tenant’s liability and makes facilities more marketable for reuse.

 

TRCCG provides experienced facilities and environmental professionals to develop and implement a decommissioning plan for plant closure and site restoration.  Our services typically include providing a Facility Assessment, which includes a review of current and historical operations at the facility and identifies critical issues that need to be addressed to shut down current operations, remove and salvage existing equipment, and restore the site and building at the end of the project. The assessment typically includes a Phase I ESA to identify environmental concerns, Phase II testing to evaluate whether remedial actions are needed, and determining the facility’s regulatory and permitting closure needs (if any). Following the Facility Assessment TRCCG can develop a Closure Plan that includes specifications for removal of process equipment and piping, development of cost budgets for construction and site restoration, and performing environmental testing and/or remediation as necessary.  TRCCG can provide construction oversight during site and building restoration and assist with equipment salvage and sales.

Owner/Lender  Representation

TRCCG has the in-house expertise to assist owners with planning and management during all phases of the design and construction process for major renovations as well as new construction projects. Our services begin with design management, which includes a review of the proposed design for constructability and durability; review of methods, materials, and concepts with regard to conformance with owner's standards; review of contractor costs vs. our cost model database; and coordination with the entire design team. Our representation continues through the construction phase with on-site management, including constant review of design and workmanship; daily review and management of GC schedule; and constant communication with the owner and local management.

Construction Monitoring

Owners and lenders often require third party periodic construction monitoring to assure adherence to the contract documents and to approve pay applications so they can focus on their business. TRCCG offers construction monitoring of new construction or building/system renovation projects. Experienced staff will monitor construction to evaluate conformance of material quality and workmanship to specifications, standards or regulatory requirements and to review performance compared to the project schedule.

 

TRCCG also has the in-house expertise to provide construction monitoring of environmental remediation projects. Experienced environmental scientists and engineers will monitor project activities that typically include the excavation and removal of underground storage tanks (USTs), aboveground storage tanks (ASTs), and/or removal or treatment of contaminated soil and water.
