Key Personnel


Rob LeMarr - General Manager/Senior Vice President

Rob is the General Manager and co-founder of TRCCG. He has over 24 years experience in land development and construction. He also has over 12 years experience as both a local and regional manager with two ENR top 50 national engineering consulting firms. His experience includes managing regional due diligence programs for local and national clients, performing and managing Building Condition Assessments on commercial, industrial and residential properties, and managing asbestos and lead-based paint programs.

His role is overall management of company resources and client management. However, he assists with project support activities across all service sectors on an as-needed basis. He is a member of the International Conference of Building Officials and the Qualifying Party, B Class Contractor’s License, state of Arizona. He is currently completing US Green Building Council LEED accreditation.


Herb Spitz, P.G., Operations Manager/Senior Associate

Herb serves as Operations Manager for TRCCG’s office. He has over 20 years experience in the engineering consulting field, and has managed all phases of environmental assessments throughout the Southwest for national engineering consulting firms. He also has extensive experience in NEPA assessments, UST and AST investigations, and soil and groundwater remediation.

His experience includes over 10 years managing asbestos, lead-based paint, and mold surveys and abatement activities in existing facilities. He has also provided quality control services for Building Condition Assessments and Construction Management projects. He is a Professional Geologist (AZ, CA) and a Certified Environmental Manager (NV).


John Ciminski, P.E., Senior Associate

John is a Senior Associate with over 35 years experience in all aspects of construction and construction management. For the past 20 years in Arizona he has served as a Project Manager and Division Manager for two general contractors in the Phoenix metro area. His projects have primarily involved design/build industrial, institutional, and commercial developments with projects ranging in size from $20,000 to $93,000,000 and have included renovations and retrofit as well as new construction.

He also has extensive experience in forensic investigations for construction defects and in planning and performing remedial construction to restore, rebuild, and preserve historic and distressed structures. He is a registered Professional Engineer (Civil) in Arizona and Nebraska.


John Stover, P.E., Senior Associate

John is an engineering professional with over 24 years of experience in all phases of facilities management, maintenance, and construction. He has substantial experience in the design and maintenance of mechanical, electrical, and plumbing systems as well as with fire/life safety and regulatory compliance issues on large industrial and corporate campuses.

His experience includes over 5 years managing the design and construction of facilities for the Maricopa County Facilities Management Department, and over 15 years of experience managing facilities construction and operation for Motorola both in the United States and internationally. John is a registered Professional Engineer (Mechanical) in the state of Arizona.


Elliot Bloom, CHMM, Project Manager

Elliot is an engineering professional with extensive project management experience in all phases of construction management, facilities management, due diligence assessement, demolition/abatement, manufacturing and environmental regulatory affairs.

He was formerly a Project Manager for the City of Phoenix Aviation Department, and was a Project Manager for 9 years with the Maricopa County Facilities Management Department in charge of overall facilities maintenance and construction on County properties. Mr. Bloom has also worked for ADEQ and Pima County DEQ. Mr. Bloom is a Certified Hazardous Materials Manager (CHMM).
